刘杰（1994年1月），中共党员，讲师，工学博士，毕业于西南交通大学，研究方向为交通运输系统优化理论与方法。

时变需求驱动的智能轨道交通运输组织优化：主要从事轨道交通运输组织优化、列车运行图与动车组运用协同优化、时变客流分析及智能交通优化决策研究，探索人工智能与运筹优化在交通运输领域的融合应用。
